This advantage may not be apparent at first sight, but I +firmly believe that, with efficient management, it will be realised by +those who are public-spirited enough to become Members of the central +body. Correspondence Bureau, Hotel arrangements, Commercial Exchange and +Mart, Lending Library, Social Gatherings, Examination facilities, etc., +should bring a large and increasing membership. + +But it is absolutely necessary that the enterprise be begun with courage +and determination. No success may be reasonably expected unless a +permanent office be engaged, and an Assistant (paid) Secretary be +appointed, who may be always in attendance there to answer inquiries. If +its promoters are contemplating a less venturesome line of action, I am +strongly of opinion that the proposed Association will be at best but a +weak measure, and end in disaster.
